A city wants to understand the environmental justice implications of a new industrial facility permit. A developer wants to build on a brownfield site. A manufacturer needs to demonstrate compliance with a new stormwater permit. A nonprofit needs an independent assessment of how a proposed highway expansion will affect air quality in a low-income neighborhood.

Environmental consultants are the people organizations call when problems like these land on their desks. Some consultants specialize in the technical side: soil samples, contamination plumes, remediation plans, permitting data. Others specialize in the policy and stakeholder side: regulatory context, public engagement, environmental justice analysis, the political terrain a project has to cross before it gets built. Most consulting firms need both. That combination, technical depth paired with policy fluency, is what makes this field durable and genuinely in demand.

What Does an Environmental Consultant Do?

The title covers two distinct kinds of daily work, and most consultants lean toward one or the other early in their career.

On the policy and stakeholder side, a consultant might research the regulatory history of a proposed industrial site, facilitate a public listening session for an agency conducting an environmental review, or draft public comments on a proposed air quality rule. They prepare stakeholder mapping analyses for corporate clients entering new markets, write policy briefs synthesizing environmental health research for advocacy clients, and present findings to non-technical audiences. Environmental justice analysis is a growing part of this work, and it requires the ability to see the whole picture: not just the technical data, but the regulatory context and the interests at the table.

On the technical side, a consultant might collect soil and groundwater samples at a contaminated site, review analytical results against regulatory cleanup standards, or develop a remedial action plan for a petroleum-impacted property. They prepare air emissions inventories for manufacturing clients seeking a Title V permit, conduct Phase I and Phase II environmental site assessments, write NEPA environmental impact statements, and manage subcontractors on remediation projects. This work is more writing-intensive than most people expect going in. Technical reports and regulatory submissions are the core products of the job, and engineers who can write clearly for both regulators and clients are consistently more valuable.

Both tracks share a common thread: the value is in navigating complex regulatory and social terrain, not in any single technical skill on its own. Organizations need consultants who can translate data into decisions.


Where Do Environmental Consultants Work?

Environmental consulting spans a wide range of employer types and exists in every U.S. state.

Large multidisciplinary engineering and environmental firms, including AECOM, Tetra Tech, WSP, Arcadis, and Stantec, employ consultants across site assessment, remediation, compliance, and permitting for industrial, government, and real estate clients. Mid-size regional firms build strong local regulatory knowledge and established client relationships in specific markets. Smaller specialty firms focus on niche areas such as remediation technology or specific regulatory programs.

Policy and communications-focused consulting firms advise government agencies, corporations, nonprofits, and developers on environmental review, public engagement, and regulatory strategy. Environmental justice consulting organizations advise residents, advocacy groups, and government agencies on the equity dimensions of environmental decisions. Management consulting firms with sustainability practices employ consultants who advise corporate clients on environmental strategy and stakeholder engagement.

Federal agencies, including the EPA, the Army Corps of Engineers, and the Department of Defense, employ environmental scientists and engineers in regulatory oversight and project management roles. State environmental agencies hire consultants for permitting, compliance, and cleanup program management. Law firms with environmental practices employ both technical and policy consultants as advisors on regulatory matters and litigation. Nonprofit organizations employ consultants in project-based and staff roles focused on specific environmental issues.

The career is most active in states with significant industrial history, active real estate and permitting markets, and strong environmental regulatory programs.


Environmental Consultant Career Trajectory

The two tracks follow a similar shape, with different entry-level titles.

On the technical track, the ladder runs: Staff Environmental Scientist / Engineer → Environmental Consultant → Senior Consultant / Project Manager → Principal Consultant / Senior Project Manager → Director / Partner. Entry-level staff collect field samples, analyze data, draft report sections, and support project managers. Attention to detail and consistent adherence to established protocols are the baseline requirements.

On the policy and stakeholder track, the ladder runs: Research Assistant / Program Associate → Environmental Consultant → Senior Consultant / Project Manager → Principal Consultant → Director / Partner. Entry-level associates conduct background research, support outreach, and draft report sections. Strong writing, research, and organizational skills are the baseline requirements.

From there, the paths converge. An Environmental Consultant leads defined project components and develops independent judgment, technical on one track, regulatory and policy on the other. A Senior Consultant or Project Manager owns full project delivery, manages client relationships, and contributes to business development. This level typically takes four to eight years to reach. Principal Consultant roles involve leading a practice area and setting technical or intellectual direction. Director and Partner roles provide full business leadership.


Environmental Consultant Salary and Job Outlook

Salary ranges vary by track, firm size, and specialization, with the technical, PE-eligible track trending toward the higher end.

Salaries climb with employer size, specialization, geographic location, and, on the technical track, Professional Engineer (PE) licensure. Hazardous materials work, PFAS remediation, and environmental compliance management are among the higher-compensating technical specializations. On the policy side, environmental justice expertise, NEPA process knowledge, and public engagement skills are increasingly in demand as agencies expand review requirements. Major industrial and metro markets, including Houston, Chicago, Los Angeles, and the Mid-Atlantic, tend to offer stronger base compensation.

Job Outlook: The BLS projects 6% growth for environmental engineers through 2032 and 7% growth for environmental scientists and specialists through 2033, both above average across all occupations. Expanding PFAS contamination liability, the Infrastructure Investment and Jobs Act’s investment in water infrastructure and remediation, growing environmental justice analysis mandates, and rising corporate demand for independent environmental advisory services are all driving sustained demand across both tracks.

Ecoliteracy for a Sustainable World (EVPC 102) builds the ecological systems literacy that lets consultants engage credibly with technical data and explain ecological concepts to non-scientific clients and public audiences.

Strategic Management for Social Change (MGMT 303) develops the organizational strategy skills consultants use when advising clients on institutional responses to environmental challenges.

Environmental Issues courses (EVPC 210 through 311) cover active policy areas including ocean acidification, forever chemicals, light and noise pollution, renewable energy impacts, and industrial agriculture.

Transdisciplinary Capstone (EVPC 490) develops the ability to synthesize knowledge from multiple disciplines into coherent recommendations for real environmental problems.

BS in Environmental Engineering (Technical Track)

Environmental Remediation and Toxicology (ENGR 304) is the most directly applicable course for site assessment and remediation work. It develops the contamination science and toxicological knowledge consultants apply when evaluating site conditions and developing cleanup approaches.

Environmental Fate and Transport (ENGR 402) builds the scientific understanding of how contaminants move through soil, groundwater, and air, foundational for conceptual site models and monitoring program design.

Environmental Regulatory Compliance for Engineers (ENGR 310) builds the regulatory literacy consultants apply on every project. The Clean Water Act, Clean Air Act, RCRA, CERCLA, and related state regulations are the framework within which all technical work happens.

Environmental Impact Assessment for Engineers (ENGR 313) develops the systematic evaluation skills consultants apply on NEPA and state equivalent environmental review projects.

Hydrology (ENGR 305) builds the water systems knowledge underlying groundwater contamination assessment, stormwater management, and watershed-scale analysis.

How to Get Started

Both tracks reward a combination of technical or policy knowledge, communication skills, and demonstrated project experience, and all three are buildable from early in your program.

Leaning toward the policy and stakeholder track? Develop a writing portfolio focused on environmental policy and public communication. Policy memos, environmental issue analyses, public comment drafts, and stakeholder communication samples all demonstrate the core skill set. An informal newsletter or blog builds documented practice.

Leaning toward the technical track? Pursue the Professional Engineer (PE) license as your long-term credential target. It’s the recognized credential for engineers and is expected for senior roles that involve stamping and signing technical documents. The path starts with the Fundamentals of Engineering (FE) exam, which Unity’s program prepares students to take. Unity expects to apply for ABET accreditation in 2029, so verify current state FE exam requirements at the time you plan to sit for the exam. Develop technical writing skills deliberately alongside your engineering education: lab reports, project summaries, and case study analyses all build the skill firms consistently say is hardest to find in entry-level candidates.

On either track, pursue the National Association of Environmental Professionals (NAEP) student membership and consider the Certified Environmental Professional (CEP) credential from the Academy of Board Certified Environmental Professionals (ABCEP). The CEP validates competency across policy, science, and regulatory knowledge, is achievable with relevant education and experience, and is recognized across consulting, government, and nonprofit contexts regardless of which track you take.

Seek out internships or volunteer roles with environmental nonprofits, government agencies, or consulting firms. Direct exposure to how projects are scoped, managed, and delivered is more valuable preparation than any single course.
