What the new Title IV actually asks of institutions, and what we at Unity Environmental University built before it asked
I have read most of what has been published about Title IV this year [Federal Financial Aid]. Explainers. Effective-date timelines. Webinar decks with a countdown clock in the corner. Association memos that end with a request to contact your congressional delegation.
Very little of it is wrong. Very little of it is useful either.
The reason is that almost all of it treats federal student aid as weather. Something that happens to institutions. Something to be forecast, absorbed, and lobbied against. That framing produces advice no president can act on. Track the deadlines. Update your disclosures. Retrain your staff on the withdrawal rules. Advocate.
Any of that does not help a working adult who enrolls in October.
Here is the thing the sector keeps declining to say out loud. Federal student aid has stopped being an access subsidy and become a performance contract. Everything else is detail.
